Why did they need to cast a skinny actress for Amanda Waller? In a world of perfect bodies, Waller being an older, heavier woman was the only thing that added the right grit to the character.

Blame that on DC. They purposefully changed Waller to slender and athletic so such a woman could/would be cast in any live action adaptations.
That said, the actress they chose actually carries herself well and has a junior CCH Pounder vibe to her in regards to her delivery.

Because it's the CW. CCH Pounder would be perfect and she did the voice work in Justice League.

I would still think that would kill any chances of her becoming the next mayor over another candidate. Despite the fact that she wasn't personally responsible, they clearly showed that more than half the city blamed her. We also think this is a silly storyline.
We love this show, but they keep defying logic in order to make the plot do what they want in ways like this, and even in smaller ways. In this episode, I couldn't believe they had Laurel show up in the last shot and see her sister. Last we saw her, her Dad took off out of the room and left her behind. She had no idea where he was going and I find it hard to believe she would end up there.
Ah well. I'm willing to roll with the punches for a show like this, but they need to be more careful. Sloppy writing is never rewarded over time.*
