I don't really like combining comedy shows and action/drama shows into one category so I'm doing two lists.

Comedy:
All in the Family

Action/Drama:

I consider only completed series. As much as I love Breaking Bad, the finale could be Walter White tucking his penis Silence of the Lambs style and singing the Macarena for the whole episode.

Rome

Comedy:
Arrested Development
Fawlty Towers
The Office (BBC)
Blackadder
Seinfeld

I also couldn't compare comedy and drama series as it is a bit like comparing movies and TV series. I also left out mini-series such as Band of Brothers, which otherwise would be #1 overall.
