To the already mentioned "Freaks & Geeks", "Miracles", & "Chicago Code", I'll add
Oliver Beene Vengeance Unlimited (1998-1999) with Michael Madsen, basically a redo of "The Equalizer" I thought Brooklyn Bridge was only one season, but IMDB says 2 and the internet is never wrong, so I can't include it. |

Surface deserves kudos for having Lake Bell in a bikini at least.
I think that Invasion was the better "strange creatures in the water" one season show that aired that year. I'll also add Point Pleasant. Not the best, but it was decent. I watched the unaired episodes on DVD. |

Human Target. Great show. A short while another show appeared with the same title but that has no relation to the original. ;)
Firefly was great as well. Although technically the movie, Serenity, was season two.
