See, that's where I don't buy it. She was told that only his committee could turn around the decision to not fund the family. Why not go before the committee, but invite the entire city press to the hearing so she could get them on her side and force Gibbons through public pressure instead of going to him herself on the side?

Why didn't she have her own vest? And why take a fellow cops when she (as the boss?) knows the rules and is supposed to be leading by example? He may have offered it to her, but why would she accept it and allow him to break the rules? And then attempt to overturn the pension decision because she feels bad about it? And do it behind the scenes with the corrupt person she is trying to take down? (choosing expediency instead of having the courage to face the committee... solid leadership)
The whole thing just makes her character look weak. I don't know if that's by design or not.

I think it's assumed that Gibbons basically owns the committee, and that it's final decision is basically his decision. I realize this wasn't said out loud, but it seems to be inferred especially since the city finance/lawyer guy was basically in Gibbons pocket.
