Say that doesn't happen this week and everyone's wager on {009} pushes. Will I be able to increase my wager on {009} by applying some of those X dollars or is it locked to the original amount?

Sorry for all the questions, but just want to make it smooth as possible in the future. 
If a person wins money in a given week, you say they have to use it all the following week - so if, for example, Penny dies tonight, and a person won $400 on that bet, they have to spend all $400 next week? I guess it keeps people from banking big winnings and trying to "hold on" to a lead?
