There is no assumption - they did in fact have an advantage. Their utter stupidity in not utilizing their advantage doesn't change the fact that they did have an advantage w/ regard to numbers.

If a tribe continues to vote off their challenge weak links, the tribe becomes progressively stronger at challenges as it gets smaller. That is a mathematical certainty. That being said, this is not always what tribes do (the Fat Five season, for instance). But the idea that a smaller tribe is automatically at a disadvantage before the merge is certainly not a given.
