And the rating for Enterprise wasn't that bad. It was less than the season average, but still higher than the season premiere. However, if the ratings don't at least get up to around 3.3-3.6 million, you're right that the show will definitely end after this season.

Star Trek needs to rest for a few years. Keeping the show going simply for the need to keep the show going borders on the obscene. As though the producers are determined to wring every last cent and brain cell from its audience...
1. Stop the shows.
2. Watch a few episodes of '24,' 'Buffy', the Prisoner, and Sandbaggers.
3. Read some Warren Ellis to see HOW good Science fiction is done.
4. Make shows again in 2008.

TNG, DS9 and Voyager ran for six years with a one year extention. The standard contract was for six years; after that, the execs thought that the Law of Diminishing Returns would kick in (what they pay out is more than what they take in). The seventh year of TNG and DS9 were expensive in comparison to the earlier years due to actor pay raises; I don't know if Voyager's got raises or not.
As to Blalock's comments about this being the last year, Paramount is known for starting rumors about Trek to measure support or disdain for an idea. It's possible - but not definate - that she could have been told to say something like that.
