In some of the faqs on the South Park Studios site say that the episodes aren't finished until the last minute, and they never have anything finalized up till then. So it's very easy for them to go in and redo stuff, like the fast turn around for the Saddam story or the Elian Gonzales story.

I was also amazed by the lightning fast turnaround on Saddam's inclusion. I don't care if they just added it in the ending, it was still very very fast. It's funny how something as little as Cartman crying had us laughing our butt's off as well. That was great.
