No. There simply isn't near enough bandwidth to handle them.

You won't get true PiP or POP (new one to me) without having a funky setup. With the two tuner DirecTiVo you can watch one game, pause it at good stopping point and switch to the other game. Then keep switching back and forth. By skipping all the downtime and commercials, I've heard it works well.

To get true PiP or whatever your TV supports, you have to do something more creative. The receivers may have dual tuners, but they still only send one signal to the TV.

I'm not a sports fan, but I've read lots of posts from sports fans and the general opinion is that with a dual tuner DirecTivo box, they don't really miss features like PiP.
