Ouch ... that's difficult.
Hogan's will always be the peak of WWF. Who cares if he can't wrestle... it's just one of those things.
Flair is hands down the greatest wrestler of all time. No, not skills, but show. He gave everything, everything. Watching him go 90 minutes back in the day is really something special.
Scott Hall - hey yo - the guy's funny, and that fits with the WWF, but he's not really that good a wrestler.
Sting - If I had my pick, I'd want Sting, but to see Sting in the WWF would be too painful.
Goldberg ... I don't think there's room in the WWF for his style.
Jarrett, Hart, no thanks.
So, if I had my pick, my favorite wrestler on the list is Flair, but he's too damn old. The next best on the list is Sting, but it just wouldn't be right, so like everyone else HBK. He fits the WWF style. He's still got life left in him. It could work.

Mine would actually be Steiner since he thinks all of it is real and that he really is "Big Poppa Pump" (crazy people are funny), but since no BPP, guess I would go with the 'Berg.

Sting - He has no interest in working for Vinnie Mac. Besides, Sting never really wanted to be a wrestler anyway.
Hogan - He's trying to start his own federation
so if that tanks, I would not be a bit surprised to see him make a return. There's still a lot of money feuds left for Hogan
HBK - I don't like primadonnas and this is their king. Ever since his butt-buddies left the WWF, he's been holding the WCW over Vince's head, knowing that he would be guaranteed a spot in WCW if he didn't get his way. He's a crybaby, outright refusing to put someone else over if he didn't feel like it. Now that WCW is no longer an option, you would think that he'd be easier to work with, but judging by his inebriated state at a WWF show a few months ago, he still thinks he untouchable. Let his contract expire, then we'll see how he whips himself into shape.
Brett Hart - He has been worthless and bitter for too many years. Plus since Goldberg kicked him the head, I think he's lost his mind. I can't picture him coming back to the WWF and I would bet a shiny nickel that it has more to do with the infamous screwjob than it does with Owen's death. Bret Hart is that kind of a$$hole.
Jeff Jarrett - He came to the WWF originally as the country-western singer "Double J". Nobody cared. He won 3 IC titles. Nobody cared. He left for WCW in a huff. Nobody cared. He came back to the WWF and won 3 more IC titles, plus the tag titles. Nobody cared. He left the WWF in a huff again. Nobody cared. He led the New Blood invasion in WCW. Nobody cared. He main evented several flop PPVs and even won the WCW title. Nobody cared. I don't think he's suddenly going to be a big asset to the WWF. Nobody cares.
Goldberg - Do you think he is going to give up a guaranteed contract to do something he hates? Yes, he hates wrestling. I await the day he's gone for good.
Kevin Nash - Big Lazy. Jim Cornette once said that Nash "has six moves and just enough timing to cover it up". Unfortunately, he maintains a good relationship with Vince, so he may be back once his contract runs out.
Scott Hall - Should they take a chance on him? After all, eleven strikes and you're out. A much better wrestler than his above-mentioned boyfriend and he was a big name in the WWF. If he's cleaned up, okay, but this may be a PR disaster waiting to happen.
Ric Flair - Too old to wrestle full time anymore, but Flair is synonymous with WCW. He should be brought in as color man, commissioner, manager, whatever. He'll probably sit out his contract too. He's in his fifties for goodness sake!
You didn't mention Scott Steiner. Ten years ago, he was supposed to be the next big thing. A terrible showing in a 2-of-3 falls match against then-champ Flair way back when led to him teaming with this brother until just a couple of years ago. Maye be too injury prone and tempermental to be considered.

I'd like to see several of these have some type of involvement with the new world of wrestling. Since you can only vote for one, I went with Goldberg simply because he could still bring in the fans and he stands out from the other choices.

The HBK situation is lookin up. He is starting to do appearances for the WWF and stuff like that. The fact that he is cooperating and not sitting at home being a total dick bodes well for some kind of return late this year/early next. i expect a non wrestling role to start with

Gotta love his entrance music!
