CompUSA's return policy??

CompUSA's return policy??
Since when did it change?
I bought something and it truly did not work in my PC. When I went to initialize it, it reset my PC every time. I tried to do everything I could, mess with settings, download drivers, etc. but no luck.
So I go to CompUSA to return the device and they tell me there will be a 15% restocking fee!!!!!????? I'm in total shock and I look at the receipt and sure enough it's there. But having been a long time customer I would never pay attention to that I guess stupidly I assume things will always be the same.
I ask "when did this start" and he gives me this crap that it has always been their policy.
Not it's been a while since I tried to return something there, probably atleast 6 months but in the past 4 years or so I have been shopping there I have had to return atleast a few times, opened items, for refunds, and NEVER been charged a restocking fee and I do not remember seeing that before.
So when did this kick in??? Anyone know how to get around it??
There has to be a lot of angry people out there, I know I am now done with them. Off to BB and CC for me.

Its been like that for a good year and a half. Thats why i never shop there. They have a crappy return policy, crappy prices, and they never have enough rebates for there sales. Buy from newegg.com and be happier
