Can I apply coupons and gift certificates to preorders. Or do I have to cancel the order and reorder with the gc's and coupons.

You can apply non promotional gift certificates to pre-orders by going to the your order history. However, you can only apply coupons and other promotional GC's at the time of order.

I have been able to apply promo GC's in the past as long as you have one non-preorder item in your basket. Can anyone confirm this?

You do not have to have a non-preorder item in your basket. Amazon does not distinguish between preorders and non-preorders in application of promotional GCs. Unlike certain other etailers (read Bigstar). So, preorders or not, you can use one promotional GC and unlimited non-promotional GCs on any order.

P.S. -- Once your order is placed, whether it contains preorders or not, you can only go back and apply non-promotional GCs to reduce the final price.
