Yeah that finale was anticlimactic. Overall the season was uneven like the first season of every other Trek show (except TNG whose first season just unwatchable).

The Burn caused The Federation and Starfleet to regress in many ways (ie the creation of The War College) and this series is showing how they get back to where they need to be.
