The question isn't who ranked higher, had more responsibility, etc. The question also isn't who was better known at the time. The question is who is better known now.

The average person couldnt name the country's that the US fought in WWII let alone any general, but most people have seen Patton on the shelf at Walmart and on channel 11 every 5th saturday afternoon since they were 10

Look, Patton, Eisenhower, and MacArthur are all really well known generals. Any one of them could have been the "sheepiest". If the answer had turned out to be Matthew Ridgeway or James Gavin, then it would be odd.
