INXS never did anything for me. I don't know that I could name a song of theirs, and I believe I only know of them because of Michael Hutchence. Looking at a timeline it looks like most of their success was before a time I would have been listening. When I was old enough to appreciate them, it looks like their albums weren't as successful in the US and wouldn't have been on my radar. And then Michael died.

Correct. The fan vote decides one ballot. There are about 1000 ballots. Those 1000 are industry execs and all previous inductees. The 40 you're thinking of is likely the nominating committee. I've heard Eddie Trunk, one of the 1000, explain this several times on his radio show.

But half of the U.S. population has no idea who they are since their biggest success came in the 80's and their music is not timeless.

And what percentage of the US population do you think have no idea who Little Anthony and the Imperials, The Midnighters, Laura Nyro, The Zombies, T. Rex, Todd Rundgren, The Spinners or Bad Company are?

That said, yeah, I like Midnight Oil way more than INXS, but I still say you can't deny INXS' crossover popularity in the late 80s early 90s, they dominated the airwaves, even if Jeff never heard them.
