It's Rock and R&B and Rap and some Pop. But they're kind of weird about pop : They inducted all sorts of R&B and Country influences but not Sinatra who was certainly as influential to R&R as Ray Charles or Johnny Cash or Hank Williams. They inducted Lina Ronstadt but not Carly Simon or Barbra Streisand. They inducted Whitney Houston but not Mariah Carey or Celine Dion.
Dolly certainly was influential to Pop, but maybe not much to Rock and Roll.

So did Dolly just get word from an insider that she wasn't getting the votes and decided to make it look like her choice when she doesn't get it? Otherwise, why would she wait until after people have gotten their ballots and started to send them in? Will they ignore the votes cast for her?
What song of Dolly's would be considered the most rock n roll? "9 to 5" maybe? It's probably considered "pop" but pop isn't really a musical genre. It's just short for popular. I'm not very familiar with most of her work other than The Bodyguard song and Jolene.

I can accept a lot of the modern sub genres of pop and such that were influenced by rock and roll, but country is simply a different beast. I have a contentious relationship with it, as I grew up listening to country (especially Dolly) but it's become a pale shadow of it's self.
If it was simply the Music Hall of Fame, it would be easier to vote people in without so much arguing.

Ramones deserved it more than anyone. Every great punk band you can think of from the mid 70s came from the Ramones touring. At every tour stop punk bands starting forming in whatever city they were in. Even though they never achieved mainstream success while they were alive, no band was more influential in the history of punk music.
Ramones were never about self-promotion and making a spectacle of themselves, they showed up played their music and left. It definitely worked against them and their career. They eventually called it a day when it was clear that fame and popularity (and record sales) just wasn't coming, at least not to them. I gotta think that without the Pistols making punk a "thing", that it would have cut the Ramones' career even shorter.
Perhaps the best look at this is Death, the Detroit trio that pre-dated all of it. Without an audience for it or a desire to sign them to a label, they just withered away. I think that would have been the Ramones' story too had the Pistols not taken the ball and ran with it.
This isn't a "Sex Pistols vs. Ramones" argument here, and if it was, I'd always choose the Ramones. But it was gonna take more than four guys in NYC and an eccentric club owner to get the punk movement off the ground. There's no doubt both bands equally belong in a Rock-N-Roll hall of fame, and if was just one or the other it wouldn't be telling the full story of how the genre began.

If they elect her anyway, maybe Dolly will send them one of these:

It definitely brings up a chicken-or-the-egg paradox; how would punk have progressed if it was only the Ramones, and not the Sex Pistols? No argument on how the boys from Queens influenced people musically, but the "look" of punk was all Sex Pistols. Ramones were jeans, T-shirts, and leather jackets. But stuff like mohawks, piercings, dyes, boots, chains, that was all from Malcolm. And even musically, the Pistols were the ones who introduced the politics and protests into the lyrics. Without that, you don't get the US hardcore scene of the 80s.

The ironic thing about the Ramones is that right around the time they all started dying, had they reunited, they would have been selling out arenas. I don't mean because of their deaths, but because in the early 2000's the Ramones came back around in a big way. Its the same thing with The Misfits reunion. Danzig and Jerry Only probably never played to more than 200 people in a urine soaked dive while they were originally a band. Fast forward 40 years later and they're selling out the LA Forum with 20 000 screaming fans. Go figure.

I wonder if Judas Priest will have a speech & performance on the main show since they're getting backdoor inducted via the award.

I'd be down with a jam at the end with Judas Priest, Pat Benatar, Duran Duran ,and Lionel Richie. It would be like everything 80s up on that stage at once.

I cannot wait to see the Eurythmics perform live again. And with a little luck, this will light a fire under them to possibly do more new music together and/or maybe another tour. Both Annie and Dave seemed very excited to be getting inducted.
