I think it's just the opposite, actually. Disco was invented so people with no sense of rhythm can dance just like the rest of us. Personally I don't need a thumping bass drum every quarter note to tell me where the downbeat is...
All the inner-city blacks and latinos who began the form and danced to it before it crossed into the mainstream were most definitely lacking rhythm.
