There was a thread about this like 2 days ago. One date released said August 19th, the other from MTV and I believe the official site says September 30th.
Edit: Don't expect a new CD from tool for at least a year and a half. New DVD should be out by Xmas.

A PERFECT CIRCLE COMPLETES NEW ALBUM
Virgin recording group A Perfect Circle has concluded a half-year creative process of emotional soul-searching with the completion of their much-anticipated second album, THIRTEENTH STEP. The darkly textured collection of new songs will be unveiled during a two-week string of very exclusive club dates across the country beginning July 26th , it was announced today. The new album will arrive in stores on September 16th, the follow-up to the platinum Mer De Noms, APC’s extraordinary Virgin Records debut of May 2000.
A dramatically powerful album that picks up sonically where Mer De Noms left off, THIRTEENTH STEP is a conceptual exploration of the darker side of the human psyche. The final sequence of songs includes: “The Package,” “Weak and Powerless,” “The Noose,” “Blue,” “Vanishing,” “A Stranger,” “The Outsider,” “Crimes,” “The Nurse Who Loved Me,” “Pet,” “Lullaby,” and “Gravity.”
On THIRTEENTH STEP, core members Maynard James Keenan (singer), Billy Howerdel (guitarist) and Josh Freese (drummer) are joined by former Marilyn Manson bassist Jeordie White (previously known as Twiggy Ramirez), who will be introduced to A Perfect Circle’s legions of fans on the upcoming tour dates.

This should be amazing--the first album was nothing short of spectacular and I don't expect any less from APC this time around. Now starts the waiting for the next Tool cd.

Iha replaces Troy Van Leeuwen, who left APC to join Queens Of The Stone Age. He does not contribute to APC's next Virgin album, "Thirteenth Step," due Sept. 16.
Iha has kept a low profile since the demise of Smashing Pumpkins in 2001, devoting much of his time to running the New York recording studio he co-owns with members of Ivy. The artist guests on Fountains Of Wayne's new S-Curve album, "Welcome Interstate Managers."

I'm sure twiggy isn't going to be the same Twiggy you saw in Marilyn Manson. He parted ways with manson because he wanted to do something different, so I would assume that his persona of Twiggy Ramirez would not follow him. He's Jeordie White. A Perfect Circle don't exactly dress up on stage, so I wouldn't assume that you'll see Twiggy with that dirty janitors dress and bad makeup anymore.
Edit: He'll also become the first member to leave Marilyn Manson that actually has a career still with another group.

Well the entire song "Weak and Powerless" has been leaked by a radio station. The sound quality sucks but here ya go....
