I made a search for 'Heavenly Creatures nude scene.' The scene where they run through the woods keeps them in underwear. It ends with a kiss, not skinny dipping.

It's Zombie Lake by Jean Rollin. Not set during either war, but the zombies are from WWII and there is wall-to-wall skinny dipping.
