So this CBS special is just Dick Van Dyke shows in color and they slapped on in tribute to Carl Reiner but has nothing really to do with Carl Reiner except they are honoring him?

It's the Dick Van Dyke Show, created by and many episodes written by Carl Reiner. He's also featured in both episodes.

Yep, nothing to do with him at all except for the show being created by him and the episodes guest-starring him.
