I would count Schindler's List a B&W film since more than 90% of it is in B&W.
A more arguable example would be Rattle & Hum, where maybe 1/3 or 1/4 is in color. (Although it's too old to qualify for this case, of course.)

Sin City is debatable. I would wager that >50% of the frames have color in them.
I considered The General (1998) but that was released in color in some countries and I wasn't prepared to lawyer up for a challenge.

I was hurrying to finish up my answers and an obvious sheep answer wasn't coming to me, so I actually put the name of the one movie my step dad said made him cry. It's kind of a joke answer, but I just didn't think there would be much common ground on this one.

i can't think of a lot of times I have cried while watching movies, my choice was one i think made me tear up at the time, but i don't think i cried.
I'm sure the most recent movie that made me cry (and only one i can really remember) will not make the list.
When i told my wife I cried during it, she looked at me like had just played a {sd} on an answer that no one had ever heard of.

Speaking of Herzog movies, the scene in Encounters at the End of the World with the deranged penguin wandering to his death into the mountains rather than moving towards the water is probably the scene that affected me more than any other I've ever seen.
Sometimes I'll just start to think about it and my eyes will well up. Of course knowing Herzog, it was probably all made up.
