I actually think a lot of sequels are as entertaining as the original, but few, if any, downright blow the original away. Even though I like a lot of sequels, and think quite a few are more entertaining overall, the original almost always feels the freshest. If that makes any sense.

No, it doesn't. A lot of people have tried to make the connection between the two films, but Leterrier has said that it is not a sequel.

Not really. It makes a new origin for Banner and everything in between up to the modern timeframe of the film. No reference to Hulk (Lee film)
