For sure, not scary except for a few 'jump scares' minus any sort of emotional investment. III had a load of serious cringe inducing torture-traps, and then the downhill slide began.
However, as mentioned above, the movies are pretty enjoyable on an F13 level, and as I have I, II and V on DVD, I'll be hard-pressed not to get III and IV (even though I've already seem them) because they're kind of like collector's cards for Horror movies.
I don't dislike the term Torture Porn in regards to Saw movies. I don't like how that term is used to marginalize people (such as myself) who like those movies, however.
It's hard to argue against the fact that Saw movies pretty much exist to give people a yucky thrill watching some shmuck drawn and quartered by chains, which is something you don't often get to see. In the same fashion porn exists to give you the thrill of watching some dork spew on a pair of fake boobs, which is also something you don't often get to see. The only difference is porn doesn't hide its intentions with some BS about smashing some dude's head with an ice-hammer to teach you how you should be more grateful for your life.

But aren't horror movies supposed to suspenseful and I dunno, scary?
or a "gore" flick which in and of itself is just a sub-genre of tada... horror.

Some are, some aren't. To the layman "Braindead" is a horror movie, yet it isn't at all suspenseful nor scary. Get it? "August Underground" doesn't have ghosts or a boogeyman (in the Michael Myers/Jason Vorhees sense) but is still considered Horror.

Hostel 1 did fine, Hostel 2 was a rehash of 1 that didn't expand upon anything at all so it pretty much killed the series where it stood. Plus people are suckers for twist endings, which the Saw series was able to provide for a few of their movies.

I think the former is a pretty silly solution. It seems like that would take too long. The latter, maybe, but I'm willing to assume it wouldn't be that easy. Just because the prop looks like that would be possible doesn't mean it's supposed to be possible.
