Personally I wish the series would end because as another post said, they "blew their load" with this one. If Nolan does sign on to do one more, my choice would be Catwoman (paging Angelia Jolie). I could possibly see the Riddler if they made him into a Zodiac type killer.

I think the Riddler as a calculating, gruesome puzzle setting character would definitely work. Especially if he and Batman don't come into contact until close to the end ala Seven. This could really show off Batman's detective skills while trying to hunt down who the Riddler is.
As filler, Batman would have a love interest who moonlights as a cat burglar. Nothing major, but enough to wreak havoc during the film. I believe in the comics Catwoman isn't completely evil either, so maybe her being in that "gray" area could be interesting.
Of course I would love to see the Joker return in some capacity. Possibly in a Hannibal Lecter role at Arkham?

As of the next bad guy is, i'd say screw it. Just do "The Killing Joke" and add to it to fill in for time.
If you were going to go with a someone new, Riddler and Catwoman would be a good choice since we haven't seen either one from the comic books. While the acting was good in both roles(in returns and forever) obviously someone didn't read the comics when writing the script. At least not the books i've read. I'm not really trying to be a picky super-geek and i can see them making some changes to the characters but to me they were no where near the characters that i knew and loved.

Bane is not a difficult character to adapt. You can hire a pro bodybuilder, throw a mexican wrestling mask on his head, dub his lines and there you go. The thing with Bane that needs to be brought forward in the script is that he isn't just a dumb goon.
I think to determine the villians we need to figure out which ones fit into a world where Batman is on the run from both the law and the mob. Yes, there is always a mob!
