I really need help identifying this movie. Saw it as a preview a year or more ago. Probably on DVD by now.

It was a near-future (kinda post-apocalyptic?) setting in LA with a lifeguard and a couple of other people who get thrown together and try to uncover some sort of conspiracy involving the police (who monitor the population, I think). I thought Bruce Willis was in it but apparently not.

Can anyone ID this movie? Thx!
