Post-Episode III, Yoda & Kenobi got ghosting lessons from ghost Jinn
So when did Anakin learn to be able to do it in ROTJ?

Obi Wan was able to stick around, and come to Luke and offer guidance.
As for how he showed up at the end of ROTJ, Yoda and Obi Wan obviously guided him after he died from the Emperor's shock treatment on the DS2, and they made him appear as a punk kid so they'd always have seniority over him in the afterlife

I still think that "Luke would be scratching his head wondering, WTF is that guy?"

I haven't seen ROTJ The Fucked Up Version and I never will, but I have been curious about this scene. Do they composite Ewan McGregor over Alec Guiness? If not, where's the logic in that? Also they would have to have a larva Yoda to stay true to form.

When Obi-Wan the Ghost talks to Luke on Yoda's planet, Obi-Wan shows off his great powers of getting tired and sits on a log (or rock?). He's a ghost, but he is given the same physical feelings of an 80-year old man.
No seriously, you don't need to question the all-powerful Midi-Chlorines. Obi-wan is loaded with them and he gets even more Midi-Chlorines as a ghost. I mean, Lucas had the whole story in his mind of the prequels and Star Wars 5 and 6, so it was always the Midi-Chlorines. The more at peace a jedi is with oneself, the more Midi-Chlorines you get. So when he tells Vader "I will only become more powerful," this is when he is technically referring to gaining more Midi-Chlorines in his immune system...
