I'm still trying to figure out your screenshot. Strikes me as if it takes places in a Paris (the background decorations are a la Matisse) jazz club (dig those hipster poseurs in shades). But nothing rings a bell that fits your clues. Borsalino (1970) and Borsalino and Company (1974) too close together.

Oh, it isn't a European movie. The starring actor can be seen in the center near the top of the image; one of Hitchcock's most famous leading ladies plays his wife.

Kind of surprised I've stumped you guys!
