It's Los Olvidados directed by surrealist Luis Bunuel and the movie is just like City of God. It is definitely worth watching and owning if there is to be a good release.

I was able to see a serviceable print a few years ago.
Absolutely amazing movie... and while the subject manner is similar to City of God, it's hardly as sensationalistic or upbeat (relatively).
There really needs to be a proper DVD release of it.
