Wasn't there a talking dolphin or something in that movie? In a big tank in the middle of a room? I seem to remember that was the "what the hell am I watching?" moment.
I do feel that the "Halt sinners!" line ALMOST makes the film worthwhile. It's so fucking random and stupid, but that has made it stick with me for years.

As I recall, the download key images were being faxed to Dr. Allcome, which Henry Rollins' character said was a code word they used in hospitals, and in this case referred to him and his loose network of underground medical care providers. I assume the job of the courier was to get the data to the underground without detection so they would have time to use it to manufacture the cure in large quantities and get it distributed before being shut down. Hacking, phreaking, l337n35s, and all that shit make most movies lame. From that little bitchy girl in Jurassic Park to the Napster in Italian Job. Now apply that template to a whole movie and you're guaranteed to be left with schlock.
The best way for computers to work is to approach them in a complete anachronistic sense. The Matrix did better than most with its monochrome displays and such. Minority Report worked. Even Sneakers managed to survive by not focusing on the tech.
