Renocide

I saw a movie YEARS ago(probably late 80s) and I can't for the life of me remember what the name of it was.

All I can remember is that it is sometime in the future and there has been some kind of war(I think) and it follows a group of people.

The one part that really sticks out is that one of the main characters is a guy that is flesh from his waist up and machine from the waist down. In one part I am pretty sure he has like tank treads and rolls around.

Anyone have any idea what it was I saw?

Was it more of a serious movie or comedy/spoof ? Was the guy on tank treads bald ? I do remember seeing part of such a movie but do not remember the name of the movie.

Any chance it - the half human/half machine - could have been the character Davros from the Daleks-centered episodes of the Dr. Who TV-series?
