I don't think Masters of the Universe should count, it was a cartoon. Sure, there have been comic books based on the cartoon, but you can say that about just about any cartoon. There is a new Ghostbusters comic, but I wouldn't say Ghostbusters is a comic book movie.
Unless you're referring to the fact that some people think Masters of the Universe could almost be viewed as an adaptation of Jack Kirby's Fourth World.
I'm shocked no one has mentioned the Lone Wolf & Cub movies, they're amazing.

I'm only going to count live action films (Batman mask of the phantasm is great but I but it in a differen catagory)
1) Spiderman
2) X2
3) Superman
4) Spiderman 2
5) Superman 2
6) Batman
7) Blade 2
8) X-men
9) Blade
10)Daredevil / Punisher 2004 -tie- (I can't decide)
oops , forgot The Crow. I'd wedge it in between Superman 2 and Batman.

I'm really not a big fan of super hero movies, so my favorite "comic book" movies would probably be Road to Perdition, Ghost World and American Splendor. As far as super heros, Spider-man 2 is probably top on the list, followed by Spider-man. The rest of them are sortof a blur to me.
But I have a feeling about the new Batman movie directed by Nolan. It really looks like it's shaping up to be incredible.

- The Punisher (2003)
- The Hulk
The good (in order)
X-2
Spider-man 2 (really a toss up with X-2)
Spiderman
Batman (edges out superman on the strength of Jack)
Superman (if not for that ending...)
Superman 2
Batman Forever (extremely underrated)
X-men (good but stilted)
Blade
The Crow
Blade 2
The less good
Hulk
Superman 3
Daredevil
Batman Returns
The Ugly
Superman 4
Batman and Robin
Supergirl
Masters of the Universe
Judge Dredd
Notes:
I Haven't seen Hellboy or Punisher.
I don't think Mask of the Phantasm or Unbreakable count.
I recommend the animated Batman Superman movie.

Finally, somebody who agrees about Batman Forever. I wouldn't rank it quite as high as you, but it's probably my second favorite of the batman series.

Glad to see the crow added to everyone's list after I mentioned it.
Now I have to bring up another no one has mentioned. No TMNT love? I don't know if it holds up, b/c I haven't seen it in 10 years, but it was brilliant at the time. Jim Henson did a masterful job on that one.

well...I guess you could consider the whole monkey part a comic movie...other than that...its not really based on any comic...just the section with the monkey...but even in the comic...it was more a parody of The Fugitive with Tommy Lee Jones instead of Will Ferrell...

The movie revolves around the notion of Jay & Silent Bob going to Hollywood to stop a movie based on the comic book they inspired. Of course, J&SBSB isn't based on a real comic book rather a comic book that was created in another View Askew film. I think that is what he is getting at.

Jay & Silent Bob Strike Back is much closer to that miniseries that League of Extraordinary Gentlement is to the comics it was suppossedly based on.

so hard to pick the top, but Spidey 2 would be up there near the top along with Spider-Man 1, Batman, X Men and X2.
Superman was good but was never my fav character so that probably influences my choices, and I like Superman 2 better than the first one anyway.
Bottom of the list is Batman and Robin for sure.
