Although I was born in 1947, I would still have to add my vote for 1939.

These films have stood the test of time of over 60 years and are still remembered. Few special effects here. No glitzy soundtracks.

When you strip all the other stuff away, the essence of a great classic film is characters and story.

I suppose what I was trying to get at was the difference between a classic and a cult classic. I think there is a difference and that difference is skuring people's opinions here.

I'm just trying to be perspective guy!

1999 was hardly the best year of the 1990's. 1939 is a tough one to top, but an unsung year:

1975:
One Flew Over the Cuckcoo's Nest
The Sunshine Boys
Nashville
Dog Day Afternoon
Jaws
Barry Lyndon

Another good year from the 1990's is 1990:
Dances With Wolves
Awakenings
Goodfellas
Godfather III(bad next to the other 2, decent enough on it's own merit)
The Field
Misery
The Grifters
Pretty Woman
Wild at Heart
Ghost
Metropolitan
Reversal of Fortune
The Hunt for Red October
Edward Scissorhands
Darkman
Jacobs Ladder
Total Recall
Home Alone

My personal favorite year which gets very little mention but was such a great time to be going to films was 1997, where there were 10 legitimate candidates just to get nominated for best picture:

Titanic*
As Good as it Gets*
Good Will Hunting*
L.A. Confidential*
The Full Monty*
The Apostle
Wag the Dog
Boogie Nights
Jackie Brown
The Sweet Herafter

Not to mention:
Ulees Gold
Amistad
In and Out
Afterglow
Wings of the Dove
Gattica
The Fifth Element
Starship Troopers
4 Little Girls
Waco: The Rules of Engagement
Donnie Brasco
The Rainmaker
Copland

And some fine popcorn faire
Contact
Con Air
Air Force One
Men in Black
Liar Liar
Star Wars Episode IV & Star Wars Re-releases
I Know What you Did Last Summer
Conspicacy Theory
Austin Powers
Private Parts
Face/Off

How does 1999 even COMPARE with that, if we are talking recent years?

I agree that 1939 was a monster year for movies, but I have a soft spot for MY favorite movie year, 1957.

The Seventh Seal
Paths of Glory
Throne of Blood
Wild Strawberries
Nights of Cabiria
Sweet Smell of Success
12 Angry Men
Heaven knows, Mr. Allison
Gunfight at the O.K. Corral
Ill Met by Moonlight
Witness for the Prosecution
Spirit of St. Louis
Funny Face
An Affair to Remember
Old Yeller

I would add The Four Feathers, The Private Lives of Elizabeth and Essex, and Son of Frankenstein to the list for 1939.

It's tough gathering together all these movies from just one year. You're right 97 was a great year. Don't forget to add Good Will Hunting, my favorite from that year. Also, add "Monty Python & THG" to 1975.
