Errr..Customs can get hold of yer DVDs no matter how much/little you spend.
If your on about import duties then the allowance is quite small (I'm sure someone will give a definite answer on this one) i.e you can spend about $20. If you declare the item as a gift then you can spend a little more.
Its just the luck of the draw really, I never had any problems with Amazon and (the sadly defunct) Reel, but all my packages from Express got stopped.

Fhrx it must be the same here in new zealand as none of my orders have been stopped.Express has been very good at labelling my packages as software so avoiding any possible censorship checks. This has been great as I've been able to get in movies banned here like Henry:Portrait of a Serial Killer,Nekromantik,Straw Dogs, and heaps of unrated versions of films.Th internet rocks!

Customs lets you have upto £18 duty and vat free. Anything above that you pay something lie 5% duty and 17.5% vat on. However, it depends whether customs actually bother - they don't check all packages.
Some DVD stores (such as DVD Box Office) ship from the UK anyway.
