R3 has lowest cost, but quality is not good.

got the r4, it's a single layer disc with 2 channel audio.
dvdbeaver shows the french disc to have a very high bitrate so I'm guessing the r4 is a compressed single layer version from that source.
Havent seen it fully yet on the r4 but did flick through, transfer looks very watchable and the discs is much much cheaper.

The best HHH transfer I've yet seen is the R4 disc of "MM" (I have not seen the Fr-R2). Second to that is the UK-R2 of "Three Times".
Are there any releases of any of his films in any region that can compare to these?

Not really Rich, at least not English-friendly!
There is the notorious boxset of HHH works you could buy through Ebay but truth be told it isn't even close in terms of quality to AE's Three Times, etc.

Do you mean the Chinese/Taiwanese Hou Hsiao-Hsien Boxset?
The official version was back in stock several months ago (sadly "temporarily out of stock" here now: http://us.yesasia.com/en/PrdDept.asp...id-1004000772/), and I was able to pick it up for around $30.
I'd just about given up on it when I found it was available - and then out-of-stock almost immediately. But not before I nabbed a copy!
I think the transfer quality is just a bit below what many have suggested, but the source materials are decent and the transfer appears to have great color balance and contrast. I tore through them all before deciding to save "Dust in the Wind" for a future viewing ... which I think might be this weekend!

Yes, that is precisely the boxset I had in mind. Sadly, as you have come to realize, there really aren't any solid English-friendly releases of other HHH films we could discuss here.
On a side note: the UK is getting Apichatpong Weerasethakul's Syndromes and a Century on June 23. More than likely this would be the English-friendly version of this film to own.
