Toei doesn’t do the blanket license thing that Tsuburaya did with Mill Creek and Ultraman. They license shows one by one, and they don’t necessarily bundle physical and digital rights.
I think there are four labels in the US right now with Kamen Rider DVDs or BDs in-print or on the way.

This is a different label. Shout Factory is streaming several Kamen Rider series on TokuSHOUTsu across a bunch of different platforms, but Kamen Rider Black is coming from Discotek/Toku Time.

So we have:
Shout releasing Zero-1, Kuuga, and having subtitled the original Kamen Rider and Ryuki and some movies
Discotek having the original Kamen Rider Black
Media Blasters having the five movies: Shin, Zo, J, the First and the Next (though this was delayed)
Generation Kikaida having released V3 on DVD way back (along with Kikaida, Kikaida 01 and Inazuman) and still selling it
Crunchyroll airing Fuuto Pi, the anime sequel to OOOs
Amazon having aired Amazons and soon Kamen Rider Black Sun
Anything missing?

Ah, right, I must have been thinking about TokuHD when I said Agito. I've heard those TokuHD subs are terrible though.
It's kind of amazing to me the breadth of series that Toei translated in its youtube channel (though I wish there was more depth). But untranslated they have like thousands of episodes up there.

Discotek confirmed in a Q&A after the stream that the Kamen Rider Black set will include the two TV specials, but not the two theatrical releases -- Hurry to Onigashima and Terrifying! The Phantom House of Devil Pass -- since those require separate licensing.

I don't get why Toei doesn't just do some kind of master license, particularly if the Saban rights are expired. That's one thing Tsubaraya has over them, once they got that rights mess figured out (I think) they have basically new subbed episodes of Ultraman every week.

Discotek/Toku Time's Blu-ray release of Kamen Rider Black showed up on my doorstep today, so I grabbed a few random screenshots for anyone who's interested. I'm hiding some of these behind spoilers so it's not super-overwhelming.

I can't even... I want it so badly but I wouldn't get around to it for years (didn't stop me from getting the Ultraman steelbooks... I guess I'm grateful these aren't steelbooks)

At least we have a little bit of a window before Black RX! Discotek has announced their slate through April, so it shouldn’t be coming any sooner than May (unless it’s a May release shipping in April).
I’m working my way through 2 Ultraman DVD sets, have a backlog of Ultraman BDs (and will probably buy more when they go on sale again at DeepDiscount), am watching Kuuga with my wife, have Kamen Rider Black waiting for me, and will probably buy Ryuki sooner rather than later.
I did the math, and if I watched all the Ultraman stuff on DVD and BD that I don’t currently own — and that doesn’t include my backlog or series since the current Mill Creek deal! — it’d still take me 4.5 months to watch even if I treated it like a full time, 40 hour a week job.
Plus I want to watch more Kamen Rider and get more into Super Sentai! It’s a sickness.

AFAIK, all of my Media Blasters discs either have uncompressed or lossless audio.

Media Blasters is trying to tie their Heisei-era Kamen Rider release(s?) to AnimeNJ, so expect a release roughly around mid-December (maybe a bit before). Could be a special screening and perhaps a con exclusive edition.
