The scuttlebutt is that it's because Sony still has the domestic rights.

We sincerely regret to report today that our planned release of PIRANHA II: THE SPAWNING is being placed on hold until further notice. This is prompted by some unexpected issues that arose from the project after we announced it last Friday.
As fans of the film ourselves, no one is more disappointed to bring you this news than we are. We are working to resolve the situation so that we can still bring you the title in 2018 and will keep you posted on any updates.
If you pre-ordered from ShoutFactory.com, your order for Piranha II will be cancelled today. If you ordered via PayPal, your account will be refunded within 24 hours.

Right, the real reason it's not getting released is because Cameron's ego got in the way.
Sad, but 99% probability of being the cold, unfortunate truth.
Really was hoping we'd get a nice 1080p OAR-relase of this very guilty pleasure of mine! Now, it's shelved like ABYSS and TRUE LIES, and probably we'll never get any of those, either. Damn.

From the sound of things, it's pretty straightforward: Shout Factory licensed domestic rights to the movie from an international distributor, only that distributor never had the ability to license distribution in the U.S., as that is already in Sony's hands. When the announcement went public, Sony said "nope".

I actually figured it was a studio thing. Title will stay unreleased and no one makes money off of it.
So, we have to wait and see if Sony dishes it out to Twilight Time who seems to be the only company willing to pay their requested fees.

That'd be nice to see! It's also possible that Scream and Sony will be able to work something out, or that Sony could even release it themselves over here. They put out 976-Evil on Blu-ray last week, and I've gotta think that Piranha II would do better than that.
