Speaking of smilies, who decides which ones appear in the quick drop-down menu, and which you have to load the separate page for?

Seems like the quick menu should contain the commonly used ones, but most of the ones there are rarely used, I'm pretty sure.

I have been wondering this too.
Why are those smileys in that list?

Who decided that, doesn't make any sense.

Shouldn't the smileys that get used be there or just all of them.

I think that's a "default" thing and my assumption is that nobody actually made a decision to put those here.
