I imported the R0 Tartan NTSC version a few years ago, back before I had a region free player, and I'd strongly recommend that one to anyone who's grounded in Region 1 (although like many others, I'd strongly suggest to go region free considering it literally opens up the whole world to you). As I've said before, the only place where a BR-remake should go is HBO as a mini-series. With what's been established with the story in the novel, the manga, and the original Japanese film -- there's enough material that can be expanded on and twisted to suit more of the American culture to fit a ten one-hour mini-series.
As much as I love the Japanese film -- I think a remake needs to grab the manga's insanity by the balls and take the novel's knack for character development.

Literally , YES the R1 is still nonexistent. However since Battle Royale was the related movie. The best option right now is the R0(Region Code Free) Wision Entertainment version.
Officialy sold at Hottopic and FYE.

^that's the edition I got and am extremely happy with it.
I got it last year on ebay new for like $13 bucks shipped, so you might wanna check their first to see if you can get it cheaper.
But overall the DVD is great because there are tons of bonus features and they are english subtitled.

^picture is good, sound is great, subtitles are great (yellow but they are a good size; not too big like they sometimes tend to be), and there are over 100 minutes of subtitled extras including a 50 minute documentary.
