Another link to the video was the first result on Google for "simpsons oprah" by the way. But I couldn't find it on Youtube either.
Anyway, according to SNPP, that short aired during the 4th season of The Simpsons. Since it wasn't included on the 4th season boxset (or any subsequent sets), perhaps there's a legal issue preventing its release?
