This looks like an interesting made-for-TV movie from 1982 - starring both Martin Sheen and his two sons, Emilio and Ramon Estevez (and a very young David Faustino (Bud Bundy from "Married...With Children").
Story: Emilio Estevez is a troubled teen who crashes the car, so his father decides to give "tough love" and leaves him in jail for the night. But Estevez gets into a fight during the night and winds up having to spend about 6 weeks in jail.
