I'm not sure about dolby but there is a very good website with DTS (ES) list out there.

That list leaves alot of movies off. The Lord Of The Rings:Theatrical Editions and Extended Editions are just two that come to mind...

It's on the list, since both the Theatrical and EE have it, it's just on there with the movie name.

Same as always. Check the Dolby website. Check the DTS website. They both have lists, and DTS's shows discrete vs matrixed. Why rely on somebody else or hearsay?

So it doesn't appear that all new movies use this EX standard. I would have thought they would have. Unless it cost them move in royalties or something.

What happens if I play a DD 5.1 movie on a 6.1 setup? Will no sound come out of the rear center speaker? Or does the receiver try to blend the surround somehow?

I recently purchased a 6.1 receiver and 5.1 discs play in 5.1 sound with nothing coming out of the rear center. That is when I listen to discs in "Straight" audio mode, which I generally do as opposed to different bult in surround environments built into the receiver.

It depends on your receiver. Generally, if it is in 5.1 mode, you will get nothing from the rear speaker(s). If it is in EX mode, you will get something from the rear speaker(s). You may also have settings for duplicating the surround channels in the rear channels, then you could get 5.1 (ignoring the 6th channel) with all 4 surround/rear speakers playing.

So why isn't EX just the new standard? Many new releases still only come in 5.1 instead of 6.1.

DVDTherapy maintain a DD EX list.

The Dolby site is good too but takes a while for them to appear on there.

If you just want to check a particular title, and it's not flagged or on the packaging, easiest way is just to head over to IMDB and see if it was released theatrically in DD EX. Dolby told me that if it is, then it will almost certainly be EX on the DVD too, even if it's not mentioned at all and not flagged.
