Probably an editing of various episodes together to make a feature length movie. This plot summary sounds like it might fit:
Flash Gordon blasts off to the planet Mongo with girlfriend Dale Arden and scientist Hans Zarkov to prevent evil dictator Ming the Merciless from dominating the universe. In attempting to put an end to Ming's villainy, Flash receives the aid (and often the hindrance) of Prince Barin of Arboria, the Hawk Men led by King Vultan, Queen Fria of the ice-covered land of Frigia, Thun the Lion Man and Ming's sexy, scantily-clad daughter Aura, who has a powerful attraction for Flash. (When these two do mind-altering drugs together, watch out!)

I have a copy of this on VHS. It is an animated version of the serial but with the two main characters being teenagers. I haven't seen it yet so I can not say what ages the rest of the characters are. On the cover Flash and Dale are riding surf boards.

Makes it pretty tough to narrow it down.I'd love for it to be some version of the 1979 Filmmation series, but I'm pretty sure it'll be something different/more recent.
