Check the archives of some of the DVD message boards. There is a story that went into this.
Many times, they are only releasing titles for other studios, who do not provide them with all the elements to make a widescreen transfer.

I'm for OAR as much as the next guy, but what's the point of watching Hot Dog: The Movie if boobs are going to be cropped out of the frame by the letterboxing? Is the photography that artistically composed that anyone really cares about OAR?

Looking at this one specifically, you have to ask yourself what it is you're watching Hot Dog: The Movie for anyway? The full-screen version is going to be open-matte with more picture on top and bottom. In a movie like this, that usually means more flesh on display.

So you are saying that this title is open matte??? How do you know for sure that you are not losing any picture from the sides???

I am not a rocket scientist, but I compared my old japanese widescreen LD of HOT DOG with the FS US DVD, and it appears so far the WS you are losing images, so the MGM US DVD is open matte, not losing any images at all.

I can't say for 100% certainty, but the vast majority of 1.85:1 movies photographed "flat" are shot without in-camera mattes, and don't require much if any cropping when transferring to full-frame 4:3 (except for shots where there's an obvious microphone or something).
Again, as a rule I agree with you, but in a movie like Hot Dog, OAR was never much of a concern for the filmmakers in the first place. Basically the only thing the movie is good for is seeing boobs. You're likely to see more boobs when the mattes are lifted.
