I dont' think Hellraiser III has been officially released on DVD yet. The versions you see on Ebay are extremely cheap, and I wouldn't count on decent SQ or PQ.
Personally I'd wait until Anchor Bay or someone gets their hands on this and releases it properly.

DVD Talk Limited Edition
It's released, at least in Canada by Lion's Gate, but it's P & S and a bad transfer (I didn't know that when I bought it; I guess I'm glad to have it anyway as I actually like that movie).

"Hellraiser III" is owned by Paramount, so it's up to them to release a good version in R1. With any luck, they'll release the unrated cut and include some extras. Paramount has slowly been moving away from their strict R-only, no unrated material policy.
The only Hellraiser III DVD I'm aware of is the Canadian one, and while it's R1 NTSC, it's not generally recommended due to not being OAR and having lousy picture quality.
