The closest thing I've seen to a review is http://talk.dvdtalk.com/ubb/Forum3/HTML/013121.html
If Buy.com ever ships my copy, I'll post a review.

I started watching it last night. I'm a little disappointed in the extras--I was really hoping the "vintage commercials" would be for the 80's G.I. Joe toys, but it's for the earlier 12" figures. Oh well.
The PSA's are cool, though.
The movie is in DD5.1! It sounds pretty good, and uses the surrounds aggressively. The video is also pretty good.
Honestly, the best part is the nostalgia value, at least for me.

..yeah but lets face it, those 80's toy and comic commericals had better animation than the actual Shows produced by DIC
GI JOE the Movie is actually one of those really great animated movies....I have a copy on VHS somewhere.

I haven't seen the DVD yet, but my friends and I couldn't help but giggle when watching this movie a few years ago.
They spend half the movie looking for Roadblock's unit...hee hee hee, there I go again
