I thought I'd read somewhere that this was shot on video---if that's the case, would that be a possible explanation as to why the DVD is not anamorphically enhanced?

I am not sure if this has anything to with it at all...there are hudreds of European TV shows that are shot in the same ratio and are 16/9.
