OAR: 1:66:1, Question?
I have a widescreen LCD TV, and I have asked some form of this question before, but I hopefully someone can help me out.
on DVD, A Clockwork Orange shows up on my TV with black bars on the top and bottom of the picture, while Ilsa The Wicken Warden has black bars on the sides.
Aren't they the same OAR (1:66:1), listed on the back of each case?

Right. A non-anamorphic 1.66 film is actually a 4:3 video with top/bottom black bars as part of the picture. So it will be displayed the way any other 4:3 source is displayed. It should appear on an unzoomed 16:9 display with a black border on all four sides, until you zoom the display.
An anamorphic 1.66 film is a 16:9 video with bars at the sides as part of the picture. It should appear as a full-height picture with black bars at the sides.
The only way to fill a 16:9 display with a 1.66:1 image is to cut off part of the picture.
