One of the best multi-region players out there right now is the Malata, available at www.avdeals.com . It has a built-in PAL-to-NTSC converter so it will play PAL format discs. There are two models of Malata: One is progressive scan but still has Macrovision enabled. The other is not progressive, but Macrovision has been disabled.

People seem to be very happy with it. You won't find any name brand players that have been modified in your price range, and even if you do they won't convert PAL to NTSC. That means you're restricted to DVDs from Japan, which also uses the NTSC video standard.
Apex is probably the best known brand of hackable player, but the quality is far below what the Malata reportedly offers.
