Difference between television monitor and television?

I keep hearing about television monitors and televisions. What is the difference between the two? Is one better than the other? Thanks.

Frankie confused, too.

I have read the term "monitor" in ads for high-definition TVs. They call them High Definition Monitors because they require an external box in order to display an HD picture. Thus, they are able to display HD, but not by themselves.

Kind of like a computer monitor. It's a monitor because by itself it doesn't do anything, it needs the CPU for it to display something.

Does that help at all?
