Let's take these guys in chronological order. Joe Simon was the first Editor in Chief; nobody went with him. When Joe Simon left, publisher Martin Goodman appointed his nephew to run the place:

Then one day, the Nazis bombed Pearl Harbor. Stan was off to war! In his absence, a gentleman named Vince Fago took over as Editor in Chief.

Vince is the guy in the middle.

So after Stan was through killing Nazis writing manuals and propaganda films for the Army, he went back to his uncle's company where he served as editor in chief for the next 25 years. Along the way, he created the Marvel Universe. Then, in 1972, he moved up to the publisher's chair and handed the Editor in Chief title off to his protege, Roy Thomas

After Tom, Bob Harras came along to guide Marvel through the dark years of the nineties. You may remember him from such hits as "Rob Liefeld's Captain America" and "The Spider-Clone Saga." Yeesh.
